HomeMy WebLinkAbout05/19/2015 Proposal to Extend Downtown Streetlight Painting ContractMount Prospect Mount Prospect Public Works Department INTEROFFICE MEMORANDUM TO: ACTING VILLAGE MANAGER DAVID STRAHL FROM: WATER & SEWER SUPERINTENDENT DATE: MAY 13, 2015 SUBJ: PROPOSAL TO EXTEND DOWNTOWN STREETLIGHT PAINTING CONTRACT ($40,000) Background In 2013, staff began a program to clean and paint all of the light poles, fixture, pedestrian poles, sign posts and electrical cabinets in the downtown area which are showing wear and paint degradation. Staff assessed the condition of 388 streetlights, 206 pedestrian lights, and 30 controller cabinets in the downtown area. 2015 will mark the third year of the program. The scope of work this year will include the tall streetlight poles along south Elmhurst road, known as the `S' curve. There are forty (40) streetlight poles in this year's project. The work in 2013 and 2014 addressed 182 items or a little over 29% of the assets; the 2015 effort will address an additional 50 items bringing the total number addressed in this maintenance effort to 232 items or approximately 37% of the total assets. Staff expects this program to continue for at least five more years. Discussion The low bidder for the first two years has been Bill's Commercial Painting, Incorporated of Mount Prospect, Illinois. The work was competitively bid as a one-year contract in 2013 and again in 2014. The pricing submitted by Bill's Commercial was very competitive in 2014 and allowed the Village to perform the base bid and all of the alternate work at a cost less than engineer's estimate. The firm has performed previous work for the Village and their work has been satisfactory and timely with no issues. Steve Kokosoulis, the owner of Bill's Commercial Painting recently contacted the Village to offer to keep the 2014 pricing if the Village would consider the one-year extension to the agreement. The estimate for cleaning and painting of one streetlight pole and fixtures is approximately $1,500 based on the engineer's estimate and the average of bids received for the first two years. Bill's Commercial pricing in 2014 for the cleaning and painting of one streetlight pole and fixture was $708.00. The proposed 2015 work will cost $35,400 based on 2014 pricing. Staff is recommending the award of the full budget amount of $40,000 to cover contingencies and unanticipated work.
