HomeMy WebLinkAbout05/19/2015 Booster Pumping Station # 17 Roof Removal & ReplacementTO: FROM: DATE: SUBJ: Background Mount Prospect Public Works Department INTEROFFICE MEMORANDUM ACTING VILLAGE MANAGER DAVID STRAHL WATER & SEWER SUPERINTENDENT MAY 13, 2015 BID RESULTS FOR BOOSTER PUMPING STATION #17 ROOF REMOVAL & REPLACEMENT (NOT TO EXCEED $83,475) The Village of Mount Prospect operates a water distribution system that uses booster pumping stations located throughout the Village. In 2010, the Village retained the services of a professional roofing architect to inspect and to evaluate the various pump and lift station roofs. The roofs were inventoried and a capital replacement plan was created based on current age and condition assessment. The roofing system at Booster Pumping Station 17 was recommended for complete replacement. The facility at Booster Pumping Station 17 actually has two separate roof areas. There is a smaller area above the well pump that has an existing 4 -ply bitumen roof system installed. The second larger area over the main pump house has the same modified bitumen roofing system over pre -cast concrete planks. The existing roof drain bowls and sumps will be replaced, along with the turbine vent above the deep well, under this project. Request for Bids Staff retained the professional services of STR Building Resources (STR-REG) of Arlington Heights to prepare the plans and specifications for the roof replacements needed at Booster Pumping Station #17. The consultant, Tony Loden of STR-SEG recommended that the bids reflect the option to choose one of the two different roofing systems that could be used at Station 17; a SBS modified bitumen roof or the EPDM (rubber membrane) roof as an alternate bid. Both roofing systems have their advantages with the EPDM roofing system as the current roofing system of choice on most commercial projects due to the ease of installation and ability to fit difficult roof areas. The SBS modified bitumen roof usually offers a longer life expectancy over the EPDM (an expected life of greater than 25 years versus 18-20 years for the EPDM). The SBS Page 2 of 3 Bid Results for Booster Pumping Station #17 Roofing Removal and Replacements ($83,475) May 13, 2015 modified bitumen roof is an enhanced, newer version of the older -style 4 -ply roof that exists on the site. The newer system is designed to meet the more rigid energy standards of today. The specifications will require that the new roof meet the current energy conservation code requirement for either roof system. Due to the smaller size of the facility, staff requested that the bids provide for a choice of roof systems as the consultant was to perform a life cycle cost analysis on the project. Bid Results A bid notice was published in a local paper. The bids were available from the architect and five (5) firms picked up a bid package. A mandatory pre-bid was held with four (4) firms in attendance. Bids were received on May 4, 2015, opened and read aloud as required. Three (3) firms responded with the following bids: BIDDER MOD. Marshall Roofing, Glenview $79,500 $82,500 Anthony Roofing — TECTA America, Aurora $80,184 $75,881 Riddiford Roofing, Arlington Heights $115,800 $113,300 Discussion The bids were checked to ensure that the bidders provided the needed and necessary roofing materials in accordance with the specifications and that the bidders submitted properly completed bid forms, bid bonds and appropriately signed bid documents. All firms complied with the requirements of the bid specifications and included the proper bid bonds and signature. The apparent low bidder for the EPDM roof is Anthony Roofing - TECTA America of Aurora, Illinois. Anthony Roofing has not previously worked for the Village so staff checked their references. References were contacted and all responded favorably about the contractor's work effort, final project costs and project timeliness. The apparent low bidder for the modified bitumen roof is L. Marshall Roofing of Glenview, Illinois. L. Marshall is currently completing the roof replacement project at the village's Booster Pumping Station 5. Their references have been contacted and found satisfactory. The present project for the village is without issue and is on budget. Page 3 of 3 Bid Results for Booster Pumping Station #17 Roofing Removal and Replacements ($83,475) May 13, 2015 The roofing consultant reviewed all bids and found that both contractors to be compliant with the specifications and capable of performing the work. As part of their project analysis, STR-REG figured the life -cycle cost of both roof systems and found that based on the bids received that the modified bitumen roof offered a lower overall installed cost over the expected life of the roof system (greater than 25 years). Based on the life -cycle costs analysis and the received bids, the lowest, qualified bidder for the modified bitumen roof system is L. Marshall Roofing of Glenview, Illinois at a cost of $79,500. Staff is recommending that a small contingency of 5% ($3,975) be added to the project award to cover any unforeseen repairs that may be found after the existing roof is removed. The final award will be for an amount not to exceed $83,475 ($79,500 bid with 5% contingency of $3,975.) Recommendation: I recommend that the Village Board accept the lowest, responsible qualified bid for the removal and replacement of roofs at Booster Pumping Station 17 with a modified bitumen roofing system as submitted by L. Marshall Roofing of Glenview, Illinois for an amount not to exceed $83,475. Sufficient funds for this procurement exist in the current budget. Sran P.
