HomeMy WebLinkAbout04/08/2015 Brick Paver Sealing Contract 2015-2016Mount Prospect Public Works Department INTEROFFICE MEMORANDUM TO: ACTING VILLAGE MANAGER DAVID STRAHL FROM: SUPERINTENDENT OF STREETS & BUILDINGS DATE: MARCH 31, 2015 SUBJECT: 2015-2016 BRICK PAVER SEALING CONTRACT (NOT TO EXCEED $75,000) BACKGROUND This contract is for sealing of brick pavers installed throughout the Village. The sealing of brick pavers is necessary to keep the brick color from fading and to seal out moisture, dirt, oil and paint that might otherwise get imbedded into the brick. Sealing also extends the life expectancy of the brick walk and facilitates cleaning. The life expectancy for the sealant is five (5) to seven (7) years and currently all brick walks are scheduled to be sealed on a six year cycle. The proposed agreement is for a two (2) year term concluding at the end of 2016. Bidders were asked to submit pricing for 2015 and 2016. BID RESULTS Sealed bids were opened at 1:00 P.M. on March 16, 2015 for the proposed 2015-2016 brick paver sealing program. Bid prices were based on estimated quantities of 50,000 square feet. Seven invitational bids were mailed, and a bid notice was placed in the local paper. Eight contractors attended the mandatory pre-bid meeting. One bid was received with result as follows: Bidders 1 2015 2016 Midwest Brickpaving, Inc. 1 $57,000.00 $57,000.00 DISCUSSION The only bid received was from Midwest Brickpaving, Inc. Midwest Brickpaving has held the brick sealing contract the past two years, in addition Midwest Brickpaving, Inc. has previously completed repair and installation projects for the Village. All work has been satisfactorily completed on time and within budget. Submitted references were checked and responded with positive recommendations and stated they would rehire Midwest Brickpaving for any future projects. Page 2 of 2 2015-2016 Brick Paver Sealing Contract (Not to Exceed $75,000) March 31, 2015 The price submitted by Midwest Brickpaving is 4.6% higher than the 2013 awarded bid price (see table below). The 4.6% increase is reflective of the CPI the last two years. In addition, the 2015 bid price of $57,000 is approximately $20,000 lower than the second lowest bid received in 2013 (see table below). Taking these factors into consideration the Ione bid received from Midwest Brickpaving represents a very competitive bid price. No Bid $126,500.00 Co enhaver Construction No Bid $127,500.00 The Village budget limit for this project is $75,000. This year's bid unit pricing is less than anticipated. Therefore, I recommend that we take advantage of the lower than anticipated unit prices and add additional work up to the budgeted amount of $75,000 RECOMMENDATION I recommend award of a two (2) year contract to Midwest Brick Paving, Inc. Year one (1) will be in an amount not to exceed $75,000. Year two (2) will be in an amount not to exceed the appropriated budget in 2016.
